CS FOR HOUSE BILL NO. 251(JUD) "An Act relating to liens on                                                                     
vehicles and to towing, transporting, and storage of vehicles; and                                                              
providing for an effective date" was read the second time.                                                                      
                                                                                                                                
Senator Ellis moved and asked unanimous consent that the bill be                                                                
advanced to third reading and placed on final passage. Without
